1. Introduction

Kapo Seba Sangha KSS is a community-based indigenous people’s non-political social, religious, cultural, educational and economic development organization was established on 22nd February, 1997 by some dedicated, selfless and highly educated tribal Buddhist social workers of Rangamati, Chittagong Hill Tracts, who wanted to bring positive change among the people of CHT region irrespective of race, caste, creed, gender and religion ensuring cultural, social, educational and religious rights of the indigenous communities including prevention of religious persecution in CHT region. And human rights violence against the Tribal Buddhist communities.
 There are eleven indigenous communities in the greater Chittagong Hill Tracts and possess distinctly different physical features from the Bengali people and mostly the indigenous communities follow the Theravada Buddhism. It covers an area of 5093 square miles, mostly hilly and inaccessible. The very different geography, culture, social and religion practice of this region compared with the rest of the country has clearly side lined it in terms of national development and all of the tribal communities are Buddhist. Each Buddhist group bears its specific racial background, language, heritage and culture. They are scattered all over the Chittagong Hill Tracts.

      Among other social works, Kapo Seba Sangha KSS also works on Buddhism, promotion, preservation and spread the teaching of the Lord Buddha-raises funds for alms-giving, performing ordination ceremonies, inspiring the communities to learn and observe the fivefold and eightfold precepts and make compulsory to get ordained (Pabbajja) at least once and to follow the non-violence and keeping peace through meditation establishing inner peace. The final goal of the Buddhists is attaining Nibbana, extreme freedom from all kind of sufferings taught by The Lord Buddha to reach to the targeted goal each of us must follow and practice the eightfold paths introduced by the omniscient Lord Buddha.

The greater Chittagong Hill Tracts (CHT) is currently one of the poverty stricken areas of the country due to various reasons. The political instability is one of the important reasons and which not only significantly affected in peace and social harmony but also caused gender, racial and religious discrimination in social arbitration process and hampered the socio-economical development process and religious persecution including burning Buddhist Vihara/temples. For that reason this region has had no exposure to any development activities and the majority of the CHT population continues to be very underprivileged and poor.
Since inception Kapo Seba Sangha KSS has been committed to work with and for the underprivileged people of the CHT to alleviate their poverty situation. During the 7 years of KSS's existence many development initiatives have been undertaken with good results including repaired 1 Buddhist temple at Chota Harina Barkal, Rangamati and supporting pure drinking water installing 1 DSP tube-well and made several higher ordination ceremonies jointly with the lay Buddhists and donated Buddhist books to the Sangha members.

Background: KSS is a local community-based social welfare government registered development voluntary organization founded in 1997 with a group of dedicated volunteers 22 members, presently the number of member 52 to serve the disadvantaged peoples of Bangladesh irrespective of race, caste, culture and religion to improve socio-economic status through undertaking need-based development programs based on Buddhist philosophy inner peace and non-violence. The organization was registered with social welfare directorate people’s republic of Bangladesh, Social Welfare Directorate registration no. Ranga-.91/97 and NGO Affairs Bureau Registration No-1348. There are 3 councils in KSS- e. g. 1) The General council, 2) The Executive Council and 3) The Advisory Council. The Advisory Council which given the details in preceding pages.
  5. Objective of the Organization: To improve the socioeconomic status of   the poor/disadvantaged peoples of Bangldesh through undertaking various development activities and to alleviate poverty situation of the disadvantaged people.
Mission
  1.    KSS provides opportunities and assistance to the indigenous and impoverished people of Bangladesh, through education inner peace and community development programs creating friendly environment.

Vision

  1. KSS operates on the principle that all people should have access to the basic necessities of life including practice Buddhism.  We strive to accomplish our goals through working democratically with the communities we serve fowling the Buddhist philosophy

Field of activities: Formal and non-formal education, water & sanitation, Women development, hygiene promotion, agriculture, beast-rearing, child development, indigenous issues, preservation and publication of Tripitaka(Dhamma books) afforestation, reforestation, technical training, human rights, capacity building training, women development, forestry, disaster relief, poverty alleviation, food production, community-based child education, environment, gender issues, income generating program, Nutrition & Health care service program, youth & adolescent skill development and Dhamma works repairing community-based Buddhist Vihara collectively with joint fund-raising inspiring to give the alms to the resident Buddhist monks and novices.

12. Organizational Structure & Management:

IPD has 3 Council- the General Council (GC), the Advisory Council (AC) and the Executive Council (EC).
            i) The General Council (GC): The General Council is consisting of 52 members. The supreme management authority of the organization is vested with thru General Council. All the members are taken the respective community considering their background and attitude. The GC has supreme power in overall respect of the organization; it forms EC by direct casting vote and or selecting process and provides responsibilities of project implementation, collecting, funds, appointing staff to the EC.
            ii) The Executive Council (EC): The is elected by the general council members in an election and or selection process in its Annual General Meeting for a period of 3 years term. The Executive Council is consisting of 9 members and headed by a president. The executive Council is responsible for the overall management aspect of the organization. The Executive Council prepares annual report as regards the overall performance of the organization and report to the General Council members. The Executive council meets at least 6 times in a year. This council can meet on emergency basis at any time in the year as and when needed. The problems and issues as regards the ongoing program activities are discussed in this meeting and necessary recommendations are made to solve operational of the organization and project implementation.

iii) Advisory Council (AC)
The advisory council is formed consisting of 3-5 members; this AC provides necessary advices/counsel lings to the executive council in management, project implementation and fund-raising etc.
13. Project Management:
            The member president of the organization is designated as the Executive Director by virtue of his position and authorized by the Executive Council to shoulder the overall operational responsibility of all the development projects undertaken by the organization. He is directly responsible for the overall management and implementation of the entire development project undertaken by the organization. for the smooth operation, implementation and management of the program activities the members of the Executive Council play a vital role in the management operational process of the projects undertaken by the organization.

            The Executive Director is empowered by the Executive Council for the overall administration of the project and to make administrative decision as and when needed. The Executive Director is responsible for the successful implementation of the project. He supervises the program, administration, accounts, and ensure keeping of proper record of expenditure, disburser and realization of credit and other activities of according to the project plan and budget. The Executive Director through recruitment Council recruits all the mid level, senior level program personnel and Accounts and Administrative personnel. The Executive directive is reportable to the Executive Council for the overall performance of the project activities and achievement.

14. Financial Management and Control:
            In order to maintain transparency in financial system, KSS is in the practice of maintaining proper books of account and has proper control on its funds according to the rules of the prescribed financial policy approved by the general & executive council; cash in hand and at bank. For this purpose, a separate bank account will be opened against each project it is needed. The bank account is maintained with the joint signature of the secretary and cashier.

15. Auditing:
            After every financial year the external auditor will audit all the books of accounts. The auditor will be appointed as per the decision of the General Council of the organization in its Annual Meeting for the approval of the General Council.

16. Project Implementation Strategy:
            In order to achieve the objective of the goal of the Organization as well as the project objective KSS follows systematic strategy in the implementation process for its entire planned project. Commitment of the dedicated and skilled work force is treated as the key factor for the success of any of its projects. As such immediate after the recruitment of the project personnel, a project orientation session is organized where these recruited project personnel are provided with orientation as regards the target community.  They are motivated to work in the development project with a attitude of welfare for the target beneficiaries. In order to improve their professional skill in related field, the recruited staffs are also provided with training different development training instituted. KSS maintains a strong chain of command in staff management for their respective position. As per the organogram a supervisory set up is defined and established. As such their respective supervisors supervise staff in different level and the reporting chain is maintained accordingly. The Executive Committee of the Organization handles the management aspect of the project by guiding the staff.

17. Reporting system:
            Activity & progress Report: Data against all the activities undertaken for the implementation of the project are recorded on daily basis. In every month these daily basis data are compiled to prepare a monthly activity report. After every six-month, all the data are complied and a half yearly progress report is prepared for the overall target achievement of the project and the half yearly report is forwarded to the concerned authorities.   

18. Monitoring:
            For monitoring purpose data are collected on monthly basis against the progress of planned activities and achievement of target and objectives. These data compiled in every three months and verified for the preparation of the monitoring report with its finding and recommendation. In every three months, the quarterly basis monitoring reports are prepared. The concerned project personnel responsible for any particular program are made responsible to strictly follow the recommendation as outlined in the monitoring report overcome the barriers against the project objectives.

19. Evaluation:
KSS`s Internal evaluation team consisting 3 members evolutes project activities during the implementation period; external and internal, qualitative and quantitative evaluation is conducted in each project activity The Internal evaluation is conducted by the organization's formed evaluation team and the external evaluation is conducted as the instruction of the relevant donors/funding agencies as required.

20. Financial Report:
            At the end of every month a monthly financial report (receipt and payment account) is prepared. At the end of each financial year and annual financial report is prepared which includes the financial balance sheet showing the total assets and liabilities of the organization. At the end of each year and on the completion of the project time frame all these all these reports are kept available for donor and government concerned authorities.

iii) Source of fund raising: The Organization is raised fund from the national and   international donor agencies, its members, patrons, well wishers, government agencies and its devotees, incomes get from its income generating programs- vegetable cultivation, and other donor agencies for KSS development initiatives/projects.
